I launched a new site recently, called http://webdevnews.net . It's articles and news relating to web developers (Not quite as much for the designers, but I know there are plenty of developers here). It's community driven, and sponsored by my company (Xavisys). The advantage to having it sponsored is that we can better guarantee that articles will continue to flow even when the community input slows.
If you're a developer/writer, feel free to register and post an article. We are currently approving 2-3 per week, but may increase that number if enough are posted. For now though, even if we get flooded with articles, I doubt we'll publish more than one per day.
The site is brand new (the first article was posted about a month ago on 08/25/2008), and Google hasn't done a PageRank update since the launch, so your links won't have a huge PR yet. However, I'm confident that they will once the update occurs.
