If you only use paypal for your checkout it does. However if you want to have other means of payment you should get a certificate.

Also if you plan to use a custom header for your paypal checkout page you should have it on a secure URL even if if it is a free shared certificate (from host) or it will show a invalid? security certificate

I am NOT 100% sure this is only what I have learned myself from investigating the same question on my own
