I'm going with inspired. I can see some similar look at feels, but that goes with being inspired. I haven't done a side by side of the HTML and CSS but on the surface, I'm ok with this similar design.

Have you looked at the CSS or HTML? If so, same of different?

Also, it could be the same designer, just using multiple user ID's. Who knows?!? hehe.

Inspired. There's hardly anything new that hasn't been done before.

I would say that even if the CSS and HTML were quite similar, there are quite a few visual differences. However, upon comparing the CSS and HTML, it doesn't look like anything was copied. First, the structure is different, one uses an aural stylesheet, one uses an IE stylesheet. When comparing the main CSS files and the index using diff, there were practically no similarities aside from things like an id of "header" and such (everyone uses that...).

In the index.html, only 6 of the nearly 250 lines match completely (with a few others having a little overlap that matches). In the main css files, one has just over 200 lines, one has around 575 lines, and only 3 match completely (and they are section heading comments like "/* Footer */" and "/* Content */").
